my 70 smokes on start up even when riding i get a little white smoke out the tail pipe it fires up first kick every time. could this be a piston issue?

Have the piston and/or rings been recently installed new? If so, the rings were probably not aligned properly. Otherwise, yeah, it is time for new rings (and honing).

To do the job right, bore the cylinder out .25 or .50 over and get the next sized piston. Or, just buy an 88cc kit for about the same amount of money
