The Honda CRF 50 had a stop-screw in the throttle tube on the handle bars. They are probably talking about something like that. It prevents the child from opening the throttle very far. It can be adjusted or removed.

OK, that's rediculous. The only thing restricting fuel flow would do is make the engine starve and run lean or die. Not a good thing at all. Your speed governor is simply the fact that you have a relatively underpowered engine.

One thing you can do is remove the air filter and look in the back of the carb while you (or a friend if you can't reach while looking) turns the throttle to full and see if the slide is moving all the way up. As H8 mentioned, a device that prevents the throttle from fully twisting would work as a governor.

* This bike comes with a speed governor installed for safety. To gain max speed, remove the governor. This is

simply a fuel restrictor installed in the fuel line where it connects to

the carb.

** Attain max speed by removing the governor. By also expanding the spark plug gap and tweaking the carb

settings, this bike should exceed the max speed listed above

Wow.

In my first bike (1970 honda 50) there was a longer

carb slide... It was optional equipment at that time...

the standard was like 11mm and the restrictor slide was

about 18mm.... the longer disallowing the slide to

come up as far in the carb... less gas... less speed...

I cut the top 5-7mm off the restrictor slide to match the stock (faster)

one. Worked fine. This was described in detail in the

Z50 owners manual (1970). Not sure if this is what you are

referring to but it could easily be based on what you read and

the fact that its a Chinese translation to English!! Good Luck
