I've decided to find a ATC 70 to restore. I've learned that the frame would either have to be from a R55 or some modified pitbike frame before it could have a rear suspension. Where do i find a frame,forks and rear swingarm suspension at?

Also is a ATC 70 and 90 the same thing except for the engine
 
There are a couple people making triple clamps for Chinese forks, you will need to shell out $250ish for those. The swingarm can be made with the stock carrier (Cut out of your frame carefully) and a couple of joints welded up to a pit bike frame. I'm going to be working on one of these when I get my hands on the right pit bike, already have the ATC torn down!
 
I could have bought the R55 kit way back when, but I thought i could do it for less. If you don't know what you're doing, I would suggest you wait until someone sells their. If you decided to do itself the money will add up quick. Take it from someone who's done it. I lucked up and bought a fully built R55, while my custom suspended ATC70 is still unfinished. I'll probably end up selling my custom 70. I will have to sell it for far less money than I got in it, but that's because it's custom. I'm afraid to calculate how much I have my custom 70, but I bet it's more than what I bought my R55. lol
