You forgot to put in your post all the exemptions that apply to minis spwciffically. What you posted is the general rule regarding the registration of off hey bikes that are rated as competition bikes such as a crf250r or amy red sticker bike. It is red stickered because they do not meet the California air resource boards requirements. All green stickered bikes do meet the CARB regulations which is the same label of certification that grants a bike to have an EPA black label on the bike. All red sticker bikes ate flagged and eliminated by DMV based on certain charachters in the vin. When these characters showup, the DMV issues red sticker. Nikes that do not have this get a green. What does this mean for minis??? There is law that any Bike with displacement of 49cc (Honda 50) is not required to have a black EPA label and can therefore be registered for on highway use. Basically the green sticker in this Case acts as the required EPA label for on highway use bikes. Another exption is amy bike older than 1979 is also not required to have the label and can registered. As with the 110's look on the headtube of a 2008 or newer. You will see theblack EPA label and the words "for all terrain use" last time I checked, asphalt is a terrain and the 110 is also backed by the green sticker CARB approval. There, now you have three methods of getting your bikeonhighway
