New Harness 69 Z50

Hey guys. I'm in the process of adding lights and ignition switch to my 69 Z50 w/battery. I have a question regarding key function. Obviously off is off (brake lights still work), first position is daytime run (no lights, but brake lights still work), and 3rd position is run w/lights.

My question is this. Is the headlight only supposed to operate with the bike running? I'm getting no power to the red/brown wire with the bike shut off, but the tail light works regardless.
