Ok I got the axle and old bearings out I have a set of new sealed bearings do I need to pop the seal off and add more grease or just put them in and go

The grease is sealed in...to sealed bearings. So you don't need to grease them...but it wont hurt a thing to grease in under and around them. Grease whatever you want greased.
Clean up your axle, and everything else, VERY well. Get rid of all of the rust and dirt and such.
