My daughter is kinda small for the 70 and has never ridden before. How can I limit the throttle till she learns not to open it up every time.

my guess would be to open up the throttle assembly housing on the handlebar, and put some sort of a stopper in behind the plastic part that holds the cable and rotates around the bars.
A piece of rubber gasline over the throttle cable in the carb, to keep the slide from being able to be pulled all the way up.

yeah it would be easier to limit the slide movement in the carb
I have used pvc pipe cut to length to use as a throttle stop.
