Lowest possible seat height

My son wants a 150 but is short, what is the lowest height you can get it with, linkage, cut away seat, suspension etc?

Here is a shot of 9 year old Joshua Serne on his lowered 2007 Fairfield Cycle center, Team65, D&W Images backed CRF150R. he is running 12" wheels with a BBR lowering link and Fox Racing Shox suspension also his dad cut his seat down.
