How do you title with just a bill of sale?

I bought a zb about two years ago, I only got a piece of paper saying year, vin#, my name, sellers, price and a signature.
Now I am trying to get a title so I went to my local notary (in Pa) and was told the bike already has a title that dates back to 1989 which I think is the 1st owner, The notary told me I need to go back to him and have him to get a title.. I got a name and old address but can’t seem to get a hold of him. Of course this is not the same guy that I bought it from.. I searched the vin# and it’s not a stolen bike which helps, but I’m sure the 1st owner just sold the thing to someone and never switched the title.. Is there any way to go past contacting the 1st owner?? Or am I screwed?? I looked into International title services and they want a notarized bill of sale with address.. I still working on finding the guy that sold it to me.. This Sucks!! Help please!

Does your DMV have an Application for Duplicate/missing title form? You might try calling them up first as they are the final leg of the registration process.

That Is Soo Unreasonable For The Dmv To Ask You To Locate The Original Owner From 20 Years Ago,he Could Even Be Dead By Now. Most States,even Cal, Let You File A Lost Title Form.the Form Lets You Claim You Never Received A Title And As Long As The Bike Is Inspected And Not Reported Stolen Then A New Title Is Issued.

You have to send a letter to him with a sig conformation. If it comes backs dont open it and bring it to the dmv. They will then issue a title after you get a bond on the bike. This is AZ dmv. Probley different but just call the DMV and talk to a level 2 rep.

Through the US Postal Service, this is Certified Mail, with the Return Receipt (Green form that actually sticks on the back of the letter you are writing)

It will cost $5-$6 in postage and is the way to go.

its costs but once I had a car get titled with out the previous owner. Usually a car insurance place can help, but as a last resort cause they charge $$.

I’m in Pa..
I just went to the local notary/ messenger service.. Not the DMV, what is a level 2 rep???
The address I have for the 1st owner is 19 years old, I tried to search him and think I found the right guy, he’s like 67 years old and no one answers the phone when I call.
I don’t understand what the Certified Mail will help??

There has to be a better way

You can apply for a previous owners history thru the state of PA. It will confirm all the previous titled owners just to make sure you have the correct person.

I think it is to show that you at least made an attempt to contact him. You win either way if you follow the process. I have done this in CA a number of times. If it has not been registered in something like 7 years it is even easier.

level 2 rep is someone that knows what they are doing for the most part. A level 1 is someone that knows basic info and really doesnt go into detail.

Can I just ask for a level 2 person when I call?? I don’t want to sound like an ass to them! Haha

Hey (almostfiddy) I got the guys name and address off of the computer at the local messenger but it’s an old address from 89.. Will the DMV be able to tell where the guy is now?? I guess technically if I got a hold of him he could be a dick and say he wants it back cause legally he still owns it..

How is it easier if it has not been registered in a while?? I’m sure it has not been for a lot of years, just wondering what difference that makes.

i wirk with a guy in vegas that had that problem with a car that he brought back with him from germany. i dont know about where you are at or if it was a nevada only thing but he actually went through an independant company and gave them what info he had and they did the dmv stuff. it took about three weeks and he said it was spendy but you may give that a try

Hey guy i'am in the same boat i got the bike about ten years ago and still have'nt gotten a title yet i don't even think the guy that used to own is around still!!!! but if you get yours register under your name that will be great let me know

In CA, after 7 years of no registration, a vehicle falls out of the DMV system, POOF, gone, like it never existed. You go apply for a title and they have to visually inspect the bike, title in the mail a few weeks later.
